The "trick" is simply that they have to be plugged in to a power supply. The polarity obviously has to be right too, or you turn into a cretin.
If 1 mA can do what they claim, just think what an amp or two could do! I going to plug my tinfoil hat into a 1kV supply right now! By tomorrow morning I will be a mathematical genius!
