Dual monitor bug in M14

This was actually posted on the Eng-Tips Mathcad forum.

When M14 is opened in the secondary display of a dual display system and a floating toolbar is opened, the toolbar cannot be placed in the secondary display.

A tiny sliver of the toolbar insists on staying in the primary display.
